This is the backside of Lake Tahoe. The mountains that encircle it create a huge bowl of sorts, that encompass parts of Nevada and California in the crook where the two states meet.

That they do! This is Nevada, the state of least taxation, greatest retirement opportunities. Being the high desert, the important thing is to not move too far inland from the Sierra Nevada's, or else it will get pretty hot in the summer time.
