Dolphins have always been more intelligent than humans but they are limited by physique and environment...an animal with opposable thumbs would be needed.....chimps are probably the best bet though I like the idea of heffalumps ruling a huge non technical Empire...

In Boulder, Colorado, it's illegal to keep a couch on your porch. This law was enacted to prevent students from burning furniture on their porches. They should do away with that law.
