The analogous rule in chess is that when one player has no legal moves available but their king isn't in check, the game is a draw (i.e., "stalemate"). So, Animosity could be similar. The point is that a player approaching this situation for the first time (e.g., me) needs to know what the rule is, because that knowledge will affect how I play. I don't think that section you mentioned, which I had read before posting, covers the point explicitly enough, since it doesn't rule out the draw possibility. In addition, the player isn't forfeiting moves in the scenario I outlined. Rather, they don't have any moves available to either make or forfeit. A clear statement of win and draw conditions is always to be desired, don't you think?
