I copied the following from the High Seas game rules (top of the page):

Object of the Game
To sink your opponent's pirate ship by disabling the most staging areas. In the event of a tie, the winner is the captain with the most heart pieces remaining.

Just prior to our game ending, I told you that you would win the game because when we could no longer make any attacks, you had the most hearts. Apparently there's a glitch in the game.
Who designed this game, who wrote the program? How do we get answers? The rules state, "In the event of a tie . . ." What happened in our game wasn't "a tie", neither of us could make any further attacks, since you had more hearts, you should have won.
Over the past 46 years I've either written or modified numerous sets of wargaming rules, there are always glitches that have to be worked out.
Historically, pirates generally did not try to sink their targeted ship, they didn't aim for hull shots because that defeat the entire purpose of the attack. They wanted to do enough damage to force the other ship to "strike their colors" so that the pirates could get the valuable cargo aboard that ship.
